The European Commission announced Monday that the latest sanctions by the European Union against Moscow included a ban on airlines from third-country countries flying into the 27 nation bloc if those airlines operate domestic flights within Russia.

The 16th EU sanctions package against Russia includes an import ban on primary aluminum and a ban of gaming consoles. It also lists a cryptocurrency exchange as well as dozens of vessels from the so-called “shadow fleet” used to evade the sanctions.

The Russian authorities are looking at allowing airlines from outside Russia to operate domestic flights within Russia to help deal with the shortage of aircraft due to Western sanctions.

The European Commission announced that the package extended the flight ban in order to allow the listing third-country carriers who are conducting domestic flights inside Russia or supplying aviation products to Russian airlines, or for domestic flight within Russia.

“If listed, they will not be allowed into the EU.”

The Russian Ministry of Transport refused to comment on the new EU actions. Last October, Russian Transport minister Roman Starovoit claimed that Moscow was in negotiations with some Central Asian countries including Kazakhstan to have their airlines operate domestic flights within Russia.

As sanctions prevent access to parts, and plans to supply airliners made in Russia are constantly delayed, Russian airlines are struggling to meet the increasing demand for air travel.
